BC Centre for Disease Control, 100,000 square feet building is the state of art clinical and research facility. The building contains three separate level 3 laboratories (special pathogens, HIV and tuberculosis).

CES Engineering was hired by BC Building Corporation to provide laboratories design management, DDC control design, commissioning and certification services. Our scope of work for this project included following services:

    • Management of the design process for the CL 3 laboratories by performing the following services:
    • Acting as a liaison between user group, design team, construction group and PHAC/CFIA representatives
    • Consultation and advice to the design team for specialty laboratory containment practices
    • Performing a focused review of the laboratories design and construction documents with reference to PHAC/CFIA Certification requirements for level 3 laboratories. The review includes complete laboratory design including all architectural, electrical and mechanical services and Owner equipment
    • Incorporation of the CL 3 certification process into specification documents
    • Laboratory and service equipment shop drawing review
  1. CL3 operation protocol review with User Group and Biosafety Officer
  2. Chairing regular commissioning meetings during commissioning and certification project phase
  3. Construction trades coordination and activities sequence scheduling with respect to testing and acceptance of the containment envelope, services penetrations and services finishes
  4. Construction review and site inspection of the CL3 laboratory
  5. Pressure decay testing for CL3 lab ductwork and HEPA filters housing assemblies with the Sheet Metal Contractor
  6. Commissioning of all building systems associated with CL3 laboratories
  7. Manage, coordinate and participate in the certification process
  8. Preparation of user manuals for CL3 laboratories
  9. Preparation, assembly and submission of the final certification report in line with the Federal Biosafety Standards
  10. Demonstration and validation of laboratory systems operation and fail safe containment integrity in front of federal biosafety officials
